6. AT A MEETING OF THE CONWY MUSSEL FISHERY ORDER LICENCE SUB-COMMITTEE held at County Hall, Mold on Friday, 3rd February 2006 at 1335 hours

In the absence of the Chairman of this Sub-Committee, the Chairman of the Joint Committee was invited to chair the meeting.

CHAIRMAN’S ANNOUNCEMENTS

The Chairman welcomed Mr. Trevor Jones, Chairman of the Conwy Musselmen and Boatmen’s Association, to the meeting.

BREACH OF LICENCE CONDITIONS

The Chief Executive informed Members that one person to whom a licence had been issued had not yet paid for this, despite two requests for payment having being made. Clear criteria had been drawn up regarding the issue of licences and submission of returns and it was within the Committee’s remit to revoke a licence for non-payment. The individual concerned had been reminded of the conditions of the licence and advised that non-payment of this could result in revocation.

Members were advised that there was one person on the waiting list and were asked for their views as to whether the licence should be released to that person if the original licence was revoked. Mr. Trevor Jones suggested that as the current season ended on 30th April, no new licences should be issued until the start of the new season in September.

Members agreed that the licence should be offered to the individual on the waiting list, which would only be issued to that person at the full cost of the licence fee and paid in advance of the licence becoming active. That individual would then have an opportunity to decide whether to take out a licence at this time or leave it until next season.

RESOLVED

That the one licence no longer required be revoked.

That the released licence should be offered to the person on the waiting list for this Order for the remainder of the fishing season.

That the report be received.

11 DATE OF NEXT MEETING

It was agreed that the next meeting of the Conwy Mussel Fishery Order Licence Sub-Committee should be arranged as and when required.

There being no further business the Chairman thanked Members for attending and declared the meeting closed at 1340 hours.
