OFFICER’S REPORT

CONWY MUSSEL FISHERY ORDER REVIEW GROUP

Report by the Chief Executive

        A. Purpose of Report

To advise Members of the terms of reference of this Review Group and to provide details of membership for the year 2005/2006.

B. Recommendation

That the Committee agrees the appointment of Members to the Conwy Mussel Fishery Order Review Group for the year 2006/2007.

1. Background

1.1 The Conwy Mussel Fishery Order Review Group was set up in July 2004 to progress the Review of the Conwy Fishery Order which will expire in 2008.

1.2 The terms of reference for the Group are:-

1. Purpose of Group

(i) To oversee the making of a new Fishery Order under the Sea Fisheries (Shellfish) Act 1967 for the Conwy Estuary.

(ii) To ensure that the new Fishery Order is in place by the time that the current Fishery Order expires.

(iii) To ensure that a new Fishery Order promotes shellfisheries in the Conwy Estuary that are sustainable with respect to shellfish stocks, the local environment, and the socio-economics of the local industry.

2. Membership

(iv) The Review Group shall have a balanced composition comprising of:

(a) Representatives of the licensed mussel fishermen;

(b) Members of the Joint Committee appointed by Conwy County Borough Council;

(c) The Chairman of the Conwy Mussel Development Group; and

(d) Such persons as may be invited by the group to provide advice.

                3. Reporting

(i) Reports of meetings and progress shall be made to the Joint Committee.

2. Current Membership

2.1 During the past year membership of this group has been Mr. O. J. Roberts, Councillor D. Owens and Councillor E. D. Tew, together with Mr. Trevor Jones representing the Conwy Mussel Company, Dr. Eric Edwards, Chairman of the Conwy Mussel Development Group, Dr Kate Smith (CCW), Dr Sue Utting (Seafish) and Mr. A. Mead (Conwy County Borough Council Harbourmaster). The Chairman and Vice-Chairs are automatically ex-officio members.

2.2 Members are asked to agree the membership of this group for 2006/2007.
