EXTRACT FROM MINUTES OF MEETING OF FINANCE AND GENERAL PURPOSES SUB-COMMITTEE HELD ON 13TH SEPTEMBER 1996
190. CHARGING FOR SURVEYS/TRIALS AND INFORMATION
The Chairman introduced the Clerk’s report on the concept of charging for services and discussed the scale of charges outlined in the report.
Members supported the view that no further assistance should now be provided without a charge for services. The scale of charges outlined in the report was accepted but it was suggested that the Clerk should have discretion to amend the charges dependent upon the individual application. It was further suggested that the matter should be reviewed after six months, and that care should be exercised when dealing with member constituent councils.
RESOLVED
1. That the following scale of charges for staff services in the future be accepted:-
(i) Hourly charge for casual/Fishery Officer/Senior Fishery Officer £30.00
(ii) Hourly charge for Environmental Liaison Offiicer/Master/Biologist/Finance and Admin Officer £40.00
(iii) Hourly charge for Clerk and Chief Fishery Officer £50.00
The above are all between 2 and 2.5 the actual cost of salary + N.I. and associated costs.
(iv) Cost for travelling at appropriate rail fare or casual user rate - currently 35p per mile
(v) Hotel and other expenses - at cost
The above would include use of equipment such as quad bikes, inflatables, GPS etc. but not use of the patrol boat.
2. That the following scale of charges for use of the patrol boat be accepted, additional staff beyond the normal crew of three to be charged at the hourly rate:-
Cost per hour £100 (plus fuel and berthing outside Conwy)
(This allows for 30% on top of actual cost, based on 1,500 hour year capability)
OR
Cost per hour £120 inclusive of fuel (excluding berthing outside Conwy)
Cost per hour for co-operative ventures, i.e. cost sharing:- £40 + fuel and berthing
OR
£50 per hour including fuel (excluding berthing outside Conwy)
be accepted.
3. That the report be received.
