OFFICER’S REPORT
CHARGING FOR SERVICES PROVIDED TO OUTSIDE BODIES

A. Purpose of Report
To obtain Members’ approval of revised rates for charging out services.
B. Recommendation
1. That the enclosed revised rates be approved.
1. Background
1.1 In 1996 the then Finance & General Purposes Sub-Committee approved various rates to be charged to outside bodies for services provided by the Committee.
1.2 A copy of the rates then approved is attached (Annex A)
1.3 No changes to those rates have been made in the meantime, and Officers consider that, in the light of inflation and rising fuel costs, that the figures should be updated.
2. Revised charges
2.1 The following charges have been introduced, effective from 1st October 2006.
2.2 Staff
(i) Hourly charge for casual/Fishery Officer/
Senior Fishery Officer/Committee Clerk £45.00
(ii) Hourly charge for Senior Scientist/Master/
Principal Fishery Officer/Finance Officer £50.00
(iii) Hourly charge for Chief Executive £80.00
(iv) Travelling costs at appropriate rail fare or casual user rate (55p per mile)
(v) Hotel and other expenses – at cost
The above hourly figures include the use of equipment such as quad bikes, inflatable boats, GPS etc. They do not include the use of the Radar Van or the use of Aegis.
2.3 Radar Van
A charge of £50 per day (or part thereof) will be made for the use of the Radar Van, plus staff costs, mileage and other expenses as above.
2.4 Patrol Vessel Aegis
Allowance has been made in the following figures for the costs of the normal crew of three persons. Any additional staff required will be charged out as above. Any additional berthing required will be charged at cost.
(i) Cost per hour (including fuel) £200.00
(ii) Cost per hour (incl. fuel) for co-operative ventures £80.00
(iii) Standard daily rate (8 hours steaming) £1,500.00
These figures include an allowance for depreciation and for all other running costs.
3. Review
3.1 Officers intend to review these rates in future, at least on an annual basis.
3.2 Members’ views are invited on whether they require any future variations to these charges to be referred to this Committee.
