HEALTH & SAFETY

 

Report by the Chief Executive, Principal Fishery Officer, Finance/Admin Officer

A. Purpose of Report

To report compliance with the Committee's Health and Safety Policy and raise relevant issues

B. Recommendation

                    1. That the report be received

1. Implementation of the Committee's Health and Safety policy

1.1 The CE, PFO and F/AO reviewed health and safety on 22 February 2007. The Committee's H&S policy is being implemented effectively. No modifications to the policy are necessary at present.

2. Fishery Officers/Field Staff

2.1 No major H&S issues have arisen since the previous review in November 2006. A review of task risk assessments commenced in November is ongoing. No changes required have been identified to date.

3. Lancaster Offices

3.1 No H&S issues have arisen since the last review.

4. Accidents at work

                4.1 There have been no accidents reported since the last report.

5. Injury at work claim

5.1 Members will recall that an ex member of staff, namely Darren Williams, Crewman on FPV Aegis from 1998-2002, was dismissed after he became unfit for work following aggravation of a previous injury. Mr Williams subsequently made a claim for compensation against the Committee. This claim was resolved by the Committee’s insurers in an out of court settlement in December 2006. The settlement involved no liability on the Committee and no criticism of the Committee’s procedures or task risk assessments. However in view of the case and to ensure that a similar case could not be advanced in future, the Committee’s legal advisors have proposed that a review of boarding procedures on FPV Aegis should be undertaken. The purpose would be to clarify if a boarding method involving reduced risk to the crew could be adopted. This review will take place as soon as possible.
