OFFICER’S REPORT
MANAGEMENT OF THE PRAWN FISHERY IN WALES.
Report by the Principal Fishery Officer
A. Purpose of Report
To update Members on progress in formulating a new Byelaw for the management of the prawn fishery in Wales.
B. Recommendation
1. That the report be received.
1. Background
1.1 During 2006 there have been discussions with the industry to ascertain the most favourable management plans for the prawn fishery located in Cardigan Bay and around the coast of Anglesey.
1.2 The Cardigan Bay Fisherman’s Association have spent considerable time and effort in canvassing the opinion of the industry and developing gear which could improve catch per unit effort. Their early findings were reported at the October meeting of the Scientific and Byelaws Sub Committee, with plans for a further evaluation prior to Officers preparing any draft Byelaw. It remains important that any regulation in the Welsh part of our District mirrors that for the South of Wales.
2. Future Plans
2.1 The Welsh Federation of Fisherman's Associations can now report on the success of trials, and are now looking for SFCs to make a Byelaw incorporating their findings. The Byelaw would need to include a closed season, minimum landing size, pot mesh restriction and riddle specifications.
2.2 Trials of pots fitted with 14mm mesh cones, have shown a high level of selectivity. Officers consider that selectivity at point of capture provides the highest level of sustainable fishing, and coupled with a closed season should therefore be the basis of any future regulation.
2.3 Co-ordination with South Wales SFC in producing a new Byelaw is crucial, but will need much careful negotiation. It is suggested that Officers consult and prepare a draft Byelaw, to be presented at the next meeting of the Scientific and Byelaws Sub Committee on 20th April 2007.
