STAFF – HEALTH & SAFETY - OFFICES – ASSETS
Report by the Chief Executive
A. Purpose of Report
To review and report matters relating to staff, health and safety, accommodation, vehicles, vessels and other equipment.
B. Recommendation
That the current position be noted
1. Staff
1.1 The secondment of Mr. Boyce to WAG has now been extended for a further 3 months to the end of October. Mr. Boyce is assisting WAG with the work required to set up the Welsh FMMER. Mr. Boyce is contracted and funded by WAG to work 15 hours per week and the time spent on the project by other staff such as the CEO, Clerk and Finance Officer can also be charged to WAG under this secondment arrangement. Arrangements have been put in place for the CEO, Senior Scientist and other staff to cover parts of Mr. Boyce’s work programme during the secondment.
1.2 Funding has been agreed with Conwy Borough Council and Gwynedd Council and with CCW to extend the Traeth Lafan post until May 2010. This post will provide the resource to regulate and enforce the cockle fishery which will be open from 1 September to 31 May 2010.
2. Health and Safety
2.1 The CEO, PFO and FPO reviewed the Committee’s health and safety policies and risk assessments on 24 August 2009. Some equipment will be routinely replaced.
2.2 No incidents have been reported since the last report.
3. Accommodation and Assets
3.1 No change to the accommodation has taken place since the last report.
3.2 Two vehicles required replacement during this quarter. Following agreement of the Chairman’s Working Party Sub-Committee the Committee has purchased 2 Land Rovers to replace leased Berlingo vans. Land Rovers are more suited to the launching and recovery of zodiac patrol vessels and will improve the safety of officers during these operations. Following experience of the costs of leasing over a number of years, Officers expect that ownership of vehicles will be cost effective.
