TRAETH LAFAN COCKLE FISHERY

Report by the Senior Scientist.

Purpose of Report

To inform Members of the results of the 2008 summer cockle survey at Traeth Lafan and the prospects for the 2008/9 fishery.

1. 2008 Survey Results

1.1 A survey of the Traeth Lafan cockle bed was carried out over 2 low-water periods at the end of July 2008. The density and distribution of cockles of harvestable size is shown at Annex A. The stock was broadly similar to that found in 2006 and 2007 surveys, with a healthy population structure. The average densities (no/m²) of cockles of different age classes over the whole bed area are summarised in the table below.

Spat cockle densities are in brackets as spatfall was often still in progress at the time of surveying, but it is apparent that regular annual spatfalls have taken place in recent years.

2. Fishery Prospects for 2008/9

2.1 The stock survey indicates that there is definitely a fishable stock of cockles present at Traeth Lafan. The level of fishing effort that might be expected is difficult to predict, and will depend upon market conditions and fishing opportunities elsewhere. The cockles at Traeth Lafan are not large, and are unlikely to fetch premium prices. However, the closure of the Morecambe Bay beds, cockle mortalities in S Wales and the fact that most cockle fisheries are now Regulated Fisheries with limited licence numbers, will all increase pressure upon Traeth Lafan. It is therefore likely that greater fishing activity will take place than during last winter.

3. Management of the Fishery

3.1 Cockle fishing, even at moderate levels, is a controversial activity at Traeth Lafan and raises particular problems in relation to nature conservation and social issues. Access to the fishery and the use of vehicles have caused especial difficulties in recent years.

3.2 Following experience gained in Morecambe Bay, a joint agency approach has been adopted for Traeth Lafan. A single car park and access point have been identified, and meetings with other relevant authorities have produced a strategy to minimise problems when the fishery commences in September.

3.3 At the Joint Committee meeting in June it was reported that grant aid totalling £25,000 had been sought from CCW, Conwy County Borough Council and Gwynedd County Council in support of a project to assess the management of the Traeth Lafan cockle fishery, and to evaluate options for improved management including the possibility of a Regulating Order.

3.4 The grant monies have now been confirmed, and a project officer, Charlotte Bentley, has been appointed and will be in post for the end of the cockle closed season.
