Byelaws update
Report by the Principal Fishery Officer
Purpose of Report
To advise Members on the progression of Byelaw 20 (Restriction on Fishing for Escallop in Cardigan Bay) and Byelaw 21 ( Prohibition of bottom towed fishing gear) through the ‘due process’ prior to Ministerial confirmation.

1. Background
1.1 Members will be aware that once a Byelaw has been ‘made’ by the Joint Committee, there is a period of public consultation prior to Ministerial confirmation.
1.2 Both Byelaws have been formally advertised in the press, and the 28 day period for responses will close on the 2nd April 2008. Following the resolution of any objections, both Byelaws will then be presented for Ministerial confirmation. It is expected that the new Byelaws will be active by the end of May 2008.
1.3 As Byelaw 21 enhances the protection of an environmentally sensitive site, Countryside Council for Wales has agreed to contribute to the advertisement costs of this Byelaw.
