The Right Hon. John Tomlinson Hibbert took the chair at the commencement of the proceedings.

It was proposed by the Rev. L. C. Wood, seconded by Mr. James Fish, and

Resolved – That Mr. John Fell be and he is hereby appointed Chairman of this Committee.

Mr. Fell thereupon took the chair.

It was proposed by Mr. J. T. Hibbert and seconded by Mr. S. Buckley, that the Mayor of Salford, Mr. Councillor B. Robinson, be appointed the Vice-Chairman of this Committee.

To which an amendment was proposed by Mr. R. L. Ascroft and seconded by Mr. J. W. Taylor, that the Mayor of Southport, Mr. Alderman A. Pilling, be appointed the Vice-Chairman of this Committee.

Which amendment on a division, 21 for and 17 against, was declared carried.

Resolved – That the Mayor of Southport, Mr. Alderman A. Pilling, be and he is hereby appointed Vice-Chairman of this Committee.

Resolved – That a Sub-Committee be appointed to draw up the Draft Bye-Laws, and to confer if necessary with Counsel thereupon, and to submit them to a future meeting of this Committee, and also to report generally on the beset means of carrying into effect the provisions of the Sea Fisheries Regulation Act, 1888.

Resolved – That the Clerk of the Lancashire County Council be requested to act as Clerk of this Committee until al permanent Clerk is appointed.

Resolved – That the best thanks of the meeting be given to Mr. Fell for his services in the Chair.
