At the first Meeting of the Local Fisheries Committee of the Western Sea Fisheries District held at the Police Station Barmouth in the County of Merioneth on Tuesday the 2nd June 1891 at 12.30 p.m.

Mr. N. Malan, Inspector of Fisheries, attended on behalf of
the Board of Trade.
Mr. Malan read the Notice of 14 May 1891 convening the Meeting of the Committee and stated that the first business was to elect a Chairman to hold office until the 7 November next.
Mr. John Davies proposed and Mr. Lewis Lewis seconded the appointment of Mr. A. Osmond Williams as Chairman.
Mr. A. Osmond Williams proposed and Mr. N. P. Stewart seconded The Hon. F. G. Wynn as Chairman.
Mr. Issard Davies proposed and Mr. Thomas seconded Mr. Albert Wood as Chairman.
Mr. Malan put the three names proposed to the Meeting but each gentleman proposed having stated that he could not undertake the office, Mr. A. Osmond Williams proposed and Mr. J. T. Jones seconded Mr. H. J. Ellis Nanney as Chairman.
Mr. Ellis Nanney having stated that he could not undertake this office Mr. Malan explained the duties of the Chairman and the number of meetings which would probably be held.
Capt. Stewart proposed and Mr. Lewis Lewis seconded that Mr. J. Issard Davies be appointed Chairman of the Committee.
Mr. Malan put the motion to the Meeting and it was carried unanimously. Mr. Issard Davies thereupon took the Chair.
The Chairman read letters from Dr. Lister, Board of Trade Member for ?, Mr. John Hughes, Portdinorwic, Caernarvon County Council member and Mr. William Thomas, Pwllheli, Board of Trade Member, regretting their inability to attend.
Mr. Albert Wood stated that Mr. Greaves, Caernarvon County Council Member had requested him to express his regret that he was unable to attend.
The Chairman stated that it was necessary to arrange as to the appointment of Clerk to the Committee and suggested an interim or temporary appointment without deciding anything as to remuneration and suggested that Mr. Casson, who was present should be requested to act temporarily.
Mr. Casson explained that he attended as Deputy of Mr. Robert Jones, Clerk of the Merioneth County Council and stated he was willing to act temporarily without remuneration – leaving the question of the appointment of permanent salaried Clerk open to be discussed later.
The Chairman proposed and Mr. A. Osmond Williams seconded and it was unanimously resolved That Mr. Casson be appointed Clerk pro-tem.
Mr. Malan then handed the Chairman the Order of 7 April 1891 made by the Board of Trade under the Act creating the Western Sea Fisheries District – also the Official Map prescribing the limits of the District sealed and certified.
Mr. Malan explained the intentions of the Act and Order and replied to several queries as to the powers of the Committee and as to sea area outside the three mile limit.
The Chairman read the second paragraph of the Agenda to the Notice of Meeting.
Colonel Davies Evans proposed and Mr. J. T. Jones seconded That a Sub-Committee consisting of two members from each County be formed to frame draft Standing Orders and Bye Laws to be submitted to the next meeting of the Committee.
Mr. Lewis Lewis proposed and Mr. J. T. Jones seconded that the Sub-Committee consist of three members from each County.
The amendment was carried and the Motion of Colonel Davies Evans as so amended was carried.
A discussion followed as to the mode of selection of the Sub-Committee and it was resolved That the following Gentlemen constitute the Sub-Committee and that those present today meet immediately after this meeting to arrange as to their further proceedings.

promised to obtain the name of third member and advise the
Clerk.)
It was resolved that the Clerk be the convener of the Sub-Committee.
Mr. Malan brought before the Committee the appointment of Delegates to the Annual Meeting of the Sea Fisheries Authorities on the 9th June in London and Col. Davies Evans was appointed a delegate.
Capt. Stewart enquired as to expenses which could be incurred and as to payment of travelling expenses of Committee men.
Mr. Malan replied that powers of the Committee were wide as to expenses of printing, appointments and salaries of Officers and other matters but he did not think that such travelling expenses could be paid. In reply to further questions Mr. Malan stated that the Salmon Conservators would retain their present powers so far as districts overlapped – and explained saving clause as to rights of individuals owning mussel beds.
Mr. Malan handed in two copies of the Annual Report for 1890 under the Act.
As to the Clerk’s further duties in connection with the meetings of the Sub-Committee and of the General Committee.
Mr. Casson, at the invitation of the Chairman, explained his views and on the motion of the Chairman it was agreed That Mr. Casson be paid all out of pocket and travelling expenses and that such remuneration for future services be allowed him as the Committee shall hereafter decide.
At Mr. Malan’s suggestion it was unanimously Resolved That Mr. Casson be appointed a delegate to the London Meeting on 9th June to obtain information.
RESOLVED
That the next Meeting be held on Thursday the 6th August next at the Police Station, Portmadoc at 11.30 a.m.
